My rogers wifi router is downstairs and I want to move it upstairs. Can I unplug it and move it upstairs without calling rogers to set it up?

Personally, if you have a similar socket available, I would try it to see if it works. If it doesn't work, you have two choices:
1) Call Rogers.
2) Keep the router where it is and use Powerline network adapters around the house. Take a look at:
as an example. There are other makes and models. Some offer only a single Ethernet port, while others off multiple Ethernet ports and/or WiFi as well as Ethernet. You can add some extra adapters to the network to cover more of the house.

All you can do it try it and see what happens. If it doesn't work, you don't have the proper cabling in the house to make it work. Then you need to call Rogers.
If the cable TV box works upstairs then the internet box should too.
What are you going to plug it into?
