there can be a 11" laptop computer with a cd drive and one laptops its possible to write with on the touchscreen with pens, pencils and markers etc., that doesnt distingush a laptop from a notebook, although often when the notebooks are smaller.

Very small, but generally the same thing. Notebooks are usually a little smaller and lighter and also give you the ability to write on the screen using their stylus pens. It's more of a combination of a laptop and tablet that's closer to a laptop.

Generally it's size and weight, plus power and memory. Notebook computers are smaller, lighter and usually aren't as powerful as laptops (slower CPU, smaller hard drives, not as much RAM). There's really no hard and fast definition for the differences, it's whatever the manufacturer decides to call them.
