It means it is a blank CD that can hold up to 700MB of data and can be written to at a speed up to 52 times faster than a normal single speed. The actual speed used will depend on the speed of your writer/burner and the type of file being written.

You will need a blank DVD which will hold almost 5GB of data.

Gupta, Prashant:
52X is the maximum speed at which data can be read from the disk. 700 MB is the maximum amount of data that can be saved to disk.
You can add more than 700 MB data by zipping your files. Use WinZip or WinRAR or 7-Zip software to compress files.

Can you not figure anything out for yourself or even look it up online?
Mike G:
1GB > 700 MB. So no.
