An IP address is linked to ISP. The ISP will lease your modem an IP address. Almost all home connections have dynamic IP addresses. This means that an ISP has a block of addresses and can give a modem a different one. Some modems can change an IP simply by unplugging the power of the modem and plugging it back in. Some do not or have more steps. Some you may have to contact the ISP.

Now about your question. Because an IP address links to the ISP, normal people can only trace it to the ISP. Law enforcement can get a subpoena for the owner of the IP address. Some IP addresses are also linked to a physical location because of phone GPS but it's very unreliable because IP addresses can change.

As long as you have done nothing illegal, and I believe you, you have nothing to worry about. They most likely were lying to you to scare you.

You can't just get a new IP address by turning off your modem any more. Most internet service providers use static addresses these days.

Your physical location can be found through your IP address. Yes, the authorities can find out where you live with it.

You SHOULD be afraid if you've done something illegal. Remember that from now on.

Bob:
That depends on the ISP – some assign static IP addresses and others assign dynamic (dynamic being the most common). There aren't really any direct security threats if someone knows your IP – assuming your network & computer are secured.

They can dox you and find all your other info. They can also shut down your internet. Just report it to the police and call your isp for a guide on how to change your IP. It's likely a bluff.

Neither your ISP nor anyone else can actually tell what you are doing on the Internet. But they can follow the activity of your public IP address—the one your router uses to access the Internet. And if someone else uses that address for unsavory purposes, you could become a prime suspect.

I am aware of many creepy stories, of how people have been snooping on others, but seriously, I don't take part in this sort of thing and don't wish to spread unnecessary worry, if you notice something wrong, then you should contact your isp and complain
