Windows includes a calculator which can be ordinary or scientific. Scientific view has binary, octal, and hexadecimal maths. In Windows XP it can be found under Start/All Programs/Accessories.

into google and it gave the answer. Are you looking do do calculations or are you asking about terminology?

I was also able to type
0x00a + 0x01c
Answer: 0x26

and
0o007 + 0o03
Answer: 0o12
