Probably. There is a possibility that Samsung made different models with the same casing and covered that port in computers whos motherboards didnt have the HDMI port. But it's not likely that they did that since HDMI ports are real cheap to add.
remove it to see. There can be no harm in removing that plug even if it is just an empty hole.

Usually when a port is covered its because its non functional, eg if the pc could take a different cpu that has got hdmi out it would be covered if the current cpu could not give hdmi out. or if it was a desktop, and onboard video was disabled when a 2nd gpu were fitted so the port is disabled because the 2nd gpu is the windows DEFAULT output.
It could be a cover with an HDMI port under it, or it could be a blanking plate where other models of that laptop have a port. Since you've told us nothing about your laptop and haven't provided a picture, we can't be sure.
