Every web server you have ever accessed has your external IP address logged.

Everyone you have ever emailed (and 1/2 the spammers in the world) have your email address.

This means the threats are all just hot air.

If you run into him again, tell him you have sent an elite team of Ninja Llamas after him. It's about as realistic a threat.

Your IP is only static if you subscribed extra for a static IP. But an IP address and a few cents or pennies will get anyone a very small bag of sweets. Unless you messed with router settings and your machine firewall they can do nothing.

"Leaking to the deep web" doesn't mean anything, so there's no reason to be scared about it.
Gabriel:
if you are worried about your safety and all that other stuff, report it to the police. They'll take care of it unless they were also tricked. <– THAT WOULD BE FUNNY AS RIGHT THERE!!! XD
