Hi everyone can you explain why I have two live static ip in my network? Here is the diagram.

my end router local ip is 10.16.0.1. –> WAN IP 210.4.x.x (live ip) –> fiber media converter(modem) (physical location on my end) —> provider side –> IP address on the internet is static

I don't know with my provider that they cannot provide us a static public ip like 121.96.x.x. to our WAN router. and out to the internet with the same ip address. Is my provider using a transparent proxy?

And that is a good question. Those IPs are pretty far apart. So far apart it's hard to believe that they're correct. Where are you getting that info from, by the way?

The public IP has to be converted to a different ip at the converter. Then a router will have to change it again to a PRIVATE address range so devices inside your network can use them. Otherwise you could only use one machine at a time, and would be open to Internet attack.
