As the title says, I check in task manager and it says that half of my ram (2.1gb) is "hardware reserved", and i can only use 1.9gb. I remember that I was watching a video and I did something somewhere (can't remember) where I entered to use 4gb(all) of my ram, but after I restarted this happened!

It is better to list your computer hardware than expect clean answers to situations and propositions.
You are asking for a guessing game.
If you don't know your hardware, install Belarc Adviser, Speccy, and open the case for brand and model number of power supply, and then you can list your system info.

MOST LIKELY,
you have integrated graphics, and about half is reserved as page buffer for the gpu and about a GB or so is for Windows leaving you a GB for other software.

If you manually messed around with the bios settings of reserving ram, then maybe you locked up half your ram.

You have reseved the other part of ram or the hardward, so say you told the computer to use 2gb for graphics you only have whats left. Go into your control panel and reduce the amount reserved for graphics, alternatively you might have done this in the BIOS so reboot tap either TAB or F1 (depends on the machine) and check what memory is reserved for graphics there.
