Yes, you sign into your Itunes account on a different device, associate that device with your account, and you can download your stuff again, get access to the files you had in your Icloud etc.

While I personally don't like the Itunes system, that's the whole idea of a cloud based system. Your local device doesn't matter, if it dies you can access your stuff from another machine.

Yes, Apple still has your purchases on file. Sign in to iTunes with your Apple ID. Pull down the Account menu and go to Purchased to find your previously purchased items. Select "Not on this Computer" for the ones you don't have. Click the little cloud icon to download each.

If you meant music you purchased (not called iTunes by the way (that's the name of the app)) then they would be under your Purchased section so you could download them again on whichever computer you've authorized them to be on.

You can re-download your purchases without charge from the iTunes Store as long as you're using the same Apple ID.
