Open the disk as you start the machine. The virus can not activate at that stage. Why did you not have a good fully updated active anti-virus to prevent this?
Since it will not boot you will have to build a bootable thumb drive to boot the lappy. If you upgraded to or have 10 you can create a install/repair thumb drive with the link below. This will allow you to try to repair 10 first and if that does not work do a fresh install. If you have to do a fresh install make sure you have a good product key and all the drivers before starting a fresh install.
Once you get it created you can boot your lappy and use the link below to try to fix the problem. You can use advance options to try a repair 10. If that does not work then you can go back and use the reset feature to set 10 as if it has just been installed.
If you're able to fix it or reset it use the link below to turn off Windows update installing drivers.
If you turn off M$ updating your drivers you will have to get them at the manufacture site, which is better for you.
um… wow. Well there is a tiny little hole on the front of the disk drive. If you stick a paper clip in there, the drive will manually open.

start in 'safe mode with networking' this will start windows basic stuff, just to get windows to run, then download:
download, install, update and do a custom scan, select all the box's and drives, make the PUP/PUM menu's select 'detect as malware', let it scan, delete what is found.
if you dont have antivirus:
easy, remove hdd, put hdd in enclosure, connect to a working computer, go to library if needed, go online, have houscall check the externall hdd it will remove the crud, go back home, reinstall and you should be good to go
