Reinstall the OS. You lose your data doing that but it will get rid of the infection.
Step 1: Download Free Anti-malware from Comodo
Step 2: Installation configuration frames will be displayed. Select the configuration you would like to apply
Step 3: Select Customize Configuration option and arrange installers, configuration, and file location.
Step 4: Once the Installation is Finished, restart your PC.
Step 5: After Installation, Run Quick scan.
Step 6: If threats are found upon completion of scanning, you will be prompted with an alert screen. Take appropriate action.
Step 8: The antimalware will clean all malware files.
You don't need to reset, I hate how people think resetting their computer or phone will remove any viruses…
Anyway, simply boot into safe mode and install an anti-malware software like SpyBot Search and Destroy or MalwareBytes

If you can't shutdown, close all programs and pull the plug or hold the power button, this is the least recommended way to do it, but it's a guaranteed shutdown.
NEVER try to restore an infected machine. It does not always remove them, they can be left dormant hidden on the drive waiting to reinfect. Use a proper anti-virus.
