its best not to mess with the host files. you can get a netgear router and they have firewalls built in. If he's not smart with computers then a software firewall might work just be aware of proxies and vpn.

there is a much easier way, give your brother his own account (not the administrators account) and use the parental controls built into windows computer to automatically block him from porn and adult sites

Just set up the parental control option thing in the control panel. There are a lot of porn blocking software that's free.
