I had trouble with neighbors stealing my mail, ornaments off my porch and I believe they are the ones attempting to hack my system. Now, I went away for a couple of days (I live in an apartment) and I always turn my computer off. When I got back I found my PC on. I checked my internet connection. According to

According to internet status, It had only been on for 45 Min.
The other day, I kept losing control of my mouse, I found information on PC hacking that says that is a sign of being hacked. I will be online and When I go to hit the *close* button and the mouse will keep sliding away.
Something else. I have a password to get into my computer and they would have had to get passed that. I had recently changed the password because of an attempted hack.
I have a bundle wit Spectrum (charter) for the phone and internet. I have heard clicking sounds like a telegraph, while I am talking. The people I am talking to can't hear it.
Is there a way I can tell? I checked hardware devices for any changes. I thought they may have tapped into the device (modem?) that both of them are connected.
I don't have a lot of money to pay an expert to look at it. It is worrying me now if this guy is getting into my home. He knows how to pick locks, that's how he stole my mail and where I live, people just turn a blind eye.
Is there some way of telling? Can I run a test on my computer. Is there a software or legitimate website that can help?

nobby: Change your WiFi password.
If you dont have an anti virus and anti spyware, these are legal, legit and free, use them all;

and Bitdefender Adware Removal Tool – http://www.bitdefender.co.uk/solutions/adware-removal-tool-for-pc.html

Switch off system restore and run these programs as admin;

Malwarebytes anti spyware https://www.malwarebytes.org/mwb-download/
and Bitdefender Adware Removal Tool – http://www.bitdefender.co.uk/solutions/adware-removal-tool-for-pc.html

– Download, install and update them all.
– Go to Start – programs – accessories – system tools – system restore and follow the instructions to delete all restore points and switch it off. Malware can hide in here and re-install itself.
– Then right click on Avast and select Run As Admin. Let it run, if it wants to scan on reboot, let it.
– Repeat for Malware bytes, then Bitdefender.

Once you have cleaned your machine, install Sandboxie. A sandbox ghosts your OS on to a section of your hard drive, nothing in the sandbox can move itself outside it. You can surf safely without infecting your machine.
Close the sandbox and everything is deleted.As long as you scan your downloads before moving them out of the sandbox, nothing can infect your pc.

if a rootkit or hacking tools based off linux are being used you wont find it… your av is not a silver bullet and shall do nothing to a hacked box, a sniffing tool can also be a usb cable, keyboard plug ect… you already looked for that…
