In some cases yes that can happen. Some sites require a specific speed to run properly. A lot of these sites don't define exactly how much speed you need, but it's easy to tell when your internet is to slow. Fixing it depends on where you are. For example being out in the middle of nowhere you will have slower (almost no) internet speed then if you were near a city. The fastest internet is usually at home where no one is sharing it. Public Internet access tends to be a lot slower then personal. Hope this helps

Yes however it is normally just the device itself. Try rebooting / restarting the computer and if it keeps doing unresponsive then most likely its your internet then. You should also clear out temp files on your computer if you are using a computer or laptop.
