I kept making new Facebook accounts after they blocked me. They said they'll report me to police but it's been months and no one's showed up. I'm assuming it's legal, since on Facebook, that person has the choice to limit who can contact their profile. So I'm not really violating their

I also comment on their wall, they block me, and I make a new account just to comment on their wall again. I've made about 200 accounts so far in a time span of 3 years.
I don't constantly harass them, I do this every once in a while when I feel like getting their attention.

Yes, it's stalking, harrassment, and definitely illegal. It's a federal law, which means big time sentencing.

Why the hell are you harassing them? If they get a restraining order against you, you won't be able to get a job. Who want's a nutter as an employee.

Yes, in multiple ways and under multiple different laws, in the example you describe.

Harassment and stalking, criminal offences pretty much world-wide.
Harassment only needs two instances of unwanted contact to be criminal.

If either you or the other person are in the UK it's also an offence under section 127 of the Communications Act.

Section 2 would apply, from what you are saying – you admit you are repeatedly annoying them; that's up to six month prison per offence – and totally separate from criminal stalking & harassment, so any time from those would be added on.

(Similar communication laws may well exist in other countries, but I do not know the details).

Also, if you are making facebook accounts without following facebook rules to the letter (eg. using false info), every access to the facebook web site is also a criminal offence:
"Unauthorised access to a computer system" – up to 12 months prison per offence.

Section 1-1-b applies; all countries have similar laws governing access to computer systems.
(I think the US one may be Title 14 something.. can't remember the exact reference).

Note that the "unauthorised access" offences apply to _any_ web site – eg. so including the trolls, point gamers and spammers on here; they are doing things against the site rules so it's unauthorised access…

Facebook added the "real identity" rule to allow stalkers and cyber bullies to be totally banned / prosecuted and it is something they watch very carefully – any complaint may be passed on to the police.
