If you are talking about the copyright owner then they have the power to block it in any country, they get to choose. They specify where it is to be blocked. There may be separate publishers in individual countries who own the copyrights for that region and have negotiated distribution rights with other companies – all of whom will want to protect their financial commitments and legal rights.
