https://www.cnet.com/products/hp-probook… says your system comes with Win7 64 bit. The 32 bit is not the source of this limit. What is limit of system RAM?
Max Supported Size 16 GB
Technology DDR3 SDRAM
Speed 1333 MHz / PC3-10600
Form Factor SO-DIMM 204-pin
My last guess is some incompatibility you have made by using the wrong strips. You should use a pair of 8 GB ones.
Bill:
Check your operating System. I could be 32 Bit not 64 Bit.
32 Bit can only address 4GB of RAM.
OwlBear:
It sounds like you might be running 32-bit version of Windows. Windows (32-bit) can only use 4 GB or RAM and your laptop uses about 1.52 for video (display) which leaves 2.48GB available to Windows. In order to use all you've installed, you need to reinstall Windows, and make sure to choose the 64-bit version.

If you right-click "This PC" and click "Properties" it will show you what bit level of Windows you have.

That is a different thing. The memory on your hard disc has only 2.4 gigs left. You have more ram, so things will work faster, but you need to delete some files or get a bigger hard disc.
