Microsoft Security essentials has annoyingly started popping up asking me to send some sample submission to them. I always do it since I might as well click send instead of closing it, but it gets extremely annoying. Also, I might consider uninstalling security essentials since my computer got a virus in the past, and Microsoft Security Essentials never detected it. In a nutshell, I never had a use for microsoft Security Essentials, but it never hurt to have it. Now the darn thing is bothering me every time I use the computer and I need to disable that sample submission request or I will get rid of the do nothing security essentials altogether.

No, a virus is asking for that. Make a bootable USB key by loading MSE offline on it. Do this on a machine that isn't infected. A CD works too. Then run this. The beauty of doing this is that the infected OS isn't running so viruses can't hide.
David:
Install another free AV – AVAST AVG bitdefender and delete MSE

It absolutely is NOT "doing nothing"! It sounds as though you are just the sort of person who NEEDS a good anti-virus running permanently on your machine.
