It sounds like you are trying to use the new browser Microsoft Edge that is in Win 10. I can't tell for sure because you don't provide a lot of necessary details to be sure so I am guessing. IF that is the case, then when you open Edge browser, look in the upper top right hand corner. There you should see several different icons. The one that is 3 small lines on top of each other is called the "HUB" and you need to click that one. Then click the star, then click "import favorites". This will import your favorites from IE to Edge.

However, if you prefer to continue to use IE (internet explorer), it comes with Win 10. Just click start > click All Apps > Scroll down to the "W" section > Click Windows accessories > click Internet Explorer

When upgrading, Windows has swapped your Internet Explorer for Edge. There are options in Edge (click on the three lines top right) to revert to Internet Explorer or to import your favorites.

In your Windows.old folder in explorer, which is your old windows install, is a folder called favorites. That folder has your favorites list. Select everything, drag and drop to the NEW favorites folder under your user name, and they will be back. I guess you can import them too, I just did what I said above.
