So I'm sitting on my laptop surfacing the web and then I click on a bookmark and try another webpage and nothing.

Now, how do I know if the Router is out or the Modem?

I would like an app to pop up and say "Router Out" or "Modem Out". Then, I know which box to re-power.

Connect computer directly ( bypass router) to modem with cable.If everything is functioning router creates a problem.
Router goes bad much more often then modem.

you hardline to the modem, if you get connection, its the router, if not its the modem. alternately, run a trace route and see where the hops stop. if they hit the router but stop there, its the modem, if they don't hit the router then its the router, if they hit the modem but stop there, its the service itself

There is a utility called mtr or Matt's Traceroute, runs on most OSs.
It is like ping, but successively uses ping for each part of a route, not just the endpoint.

Just mtr to say 8.8.8.8 (google dns server) and it will show you how far it gets and the ping lag. You can should see all the intervening hops.

You have something that will tell you most of this if you can find it. My last three computers , running windows xp, windows 7 and windows 10 had a little icon in the tray labeled something like "network connections". Poke around til you find it.
