It is almost impossible nowadays to block a computer from being tracked. People think they are smart by using vpn, vps, prroxies, tunneling etc. but in reality everything has a number which comes in the form of an ip, username, service provider, purchase, hardware, and so on. Anything that relates you to what you use or do. It just takes one tiny bit of information to create a map.
If you want to not be tracked, always use a strangers computer. Someone you will never see or know, never use the same computer more than once and make sure you never create an association to yourself in any way or form. Basically give yourself another identity. Become one with the many faced god (you will get that if you watch game of thrones).

? has it right. Even if you use every fake and deceptive program out there, your computer HAS to tell your ISP who it is, or your internet provider will not connect you to the internet. Back tracking to an ISP is a simple thing for law enforcement and your ISP will give your personal info immediately upon being presented with the court order. Those companies offering "hidden" and "privacy services are simply taking your money for nothing.

Don't connect your computer to the internet. That way, even your ISP which assigns the IP address can't track you.
