The short answer is:
An OS is VERY NECESSARY.

The long (detailed answer is:
OS stands for Operating System, basically what everything operates off of; without an OS your PC is useless and won't do anything past the initial turn on point. Let's compaire a PC to a human for a second:
The PC parts = The human body.
The OS = The humanity/soul/spirit.
The programs = It's knowlidge.
As you can see it's a rather important part in the formula, just like us a computer wouldn't be much without it's OS.

Now amania_r who answered before me said that not all computer's use an OS, he'd be incorrect here. Even modern washing machines, TV, fridges, and basically everything computerised MUST use an OS. Mostly computerised objects are run via Linux, or in some old ATM's cases Windows XP.

amania_r:
For a desktop it's necessary.
But in general for a computer it isn't necessary. For example the computer in your washing machine may not have an OS
starpc11:
You can run it DOS but look what you be missing without a windows or mac os, good web browsering, videos , music , movies , gaming so it's necessary to have a windows os
Hughes:
Having an operating system isn't necessary at all if you just need your computer for a paperweight. No OS, no computer.
Smokies Hiker:
Having an operating system isn't necessary at all if you just need your computer for a paperweight. No OS, no computer.
Billy:
OS is the operating system. Without an operating system such as Windows the computer would just be good for a boat anchor.

I thought this over and decided that it probably wouldn't be a very good boat anchor.

Aliza:
what's the point of desktop if you don't have an OS. it won't work without an OS so it is very important
David:
Very necessary, the desktop will not work without one, OS stands for operating system, the basic program that runs the desktop
Jamin:
You can't use a desktop without an operating system. Without one it's just a space heater.
Andy T:
The OS is what's responsible of letting you use your computer without soldering wires, hammer pins, all that; it's the software that makes computer resemble something that you can use.
