If it's just one website doing that, it is possibly something wrong on their end (the website). You can't fix that. But it could also be that the website can't connect with that version of browser you have. Try a different browser. If it connects with the different one, then there is something between your IE version and the website or it could be a setting within IE

If it's everything you click then you are not getting internet connectivity. Either something is wrong with your ISP (you would have to call them) or something is wrong on your end (wifi, Ethernet card, etc)

You don't need to "fix" I.E., it's not broken. There is something wrong in the page trying to load. Try loading the URL in a different browser and see if that doesn't make a difference. My browser of choice currently is Chrome.

Check internet and network settings. If you get that error message only on some pages (not all) then the page you are looking for is probably gone or the website is down. If there are too many messages like that, ask your ISP about it.

Don't ever use Internet Explorer unless every other browser fails properly to load the page.

Simple, install Chrome / Firefox. Web developers are too lazy on making their website compatible with old IE.
