IP can often be found if you are communicating directly with another machine, and is always known to any web server that you communicate with.

But all that tells someone is who your ISP is, and what city / state / country you are from. To track your IP from that requires access to your ISP's records. The cops can get a court order and find who was using that IP at a certain time if they are investigating a crime, but a casual user can't find it.

You have two IP address, One is private and is assigned by your router to your computer. And it is best to have your computer set to receive this Automatically rather than a Static IP address.

Your other IP address is your Public IP address which is assigned to your Modem/Router by your Internet Service Provider.
Anyone trying to Trace your Public IP address Will NOT be able to see your address or exact location.
As far as they will get in their Trace is your ISP. No Further. ONLY youe ISP can see who is using the IP.s.
If the Police want to trace your IP, they have to have a Warrant and go to your ISP.

Whether an IP address is dynamic or not says nothing about if it's public or not. Mostly your public IP address is dynamic, i. e. it could change sometimes (and your local IP as well).

No, you can't find the exact location from public IP addresses, you can only find the location of the ISP's (Internet Service Provider) base station.
