Why do you think you need different ISP's for wired or wifi? All wifi does is replace the use of ethernet! Just get a wireless router and you do both with ONE ISP!
Yes you can indeed download on one machine and play games on another, you just need enough speed to do so but you still only need one ISP!
ISP's do NOT supply wifi, a local wireless router supplies both types of connections. Both are on one local network and even the computers connected by either can share and use files from other connected machines.

You could change some configuration to point one adapter to the browser and another to gaming but that would be overly complex and unnecessary. What would be better is to combine your ISP's bandwidth into one. Splitting up wifi and ethernet doesnt make sense, you just use the one ethernet connection. See this video posted below on how to do this.

Don't see why you'd need 2 ISPs to get between wired & wireless, but if you don't mind swapping between the 2 then yea, its not an issue.

Windows *hates* when people try to do this and freaks out sometimes if you try to force it. I recommend doing this using a virtual machine for the browsing connection.
