DESIGNING a website is not the same as building it, whether by using a CMS or writing it from scratch.

Just make sure the client is aware that they have to hire somebody else to turn your Photoshop file into an actual website.

You can do what ever you want as long as your client agrees to it.

Or you could find someone to code it for you and take the legal liabilty on if the person you hire doesn't give you what you ask and in turn you don't give your client what they want. Then you lose credibility and wont get many more clients…. and they might sue you.. then you have to sue who ever you contract….

SO yeah, sure what ever you want.

What is the client asking for? If they want a web site you will need to code it. If they are just asking for a design that someone else is going to code you can just do the design.

There is no way to build sites for customers unless you know html, css, php, javascript and mysql. Unless you want to get a VERY bad reputation and probably get sued.
