I gokt an e-mail from a man in Austria wanting to buy an expensive item from me. He wants to pay me via paypal and he only prefers paypal because as he says he can't acces his bank account via internet. He will send a man who will pick up items. I know it might be a scam because paypal has a return policy. If

While it says Nigeria and Laptop, the scam is used all over the world for all sorts of items
But in your case, the variation is either that the fake email claims the money has been sent but won't appear in your account until the buyer verifies pickup. OR the fake email will claim MORE money has been sent and it will not appear in your account until you wire $xx to the "shipping company" via Western Union or Moneygram

But there are other versions
Remember Paypal ONLY protects you as a seller if YOU arrange shipping to the buyer's VERIFIED address and have signed proof of delivery. Period. If the buyer picks up from you, you are not protected. So what they can do is pay you, have their accomplice pick up, then the buyer files a dispute with Paypal claiming his account was hacked and there is an unauthorized transaction. Paypal contacts you asking for signed proof of delivery to the buyer's verified address. You don't have this and Paypal refunds the buyer out of your account and their accomplice resells your item for cash
OR he's using a hacked Paypal account to begin with

So do not accept this. The only time you accept Paypal is if you list on Ebay and they pay on Ebay. You don't ship anything until the item appears as Paid in your Ebay history and you ONLY ship to the address that appears in your Ebay history.

But when selling anything expensive you never ship overseas It's domestic sales only

Tell this guy sorry but you don't have a PayPal account and can't open one as yours got closed for fraud and you are permanently banned. Tell him if he still wants it, the shipping company has to pay you IN CASH at pickup or no sale. Don't accept checks or money orders – these will also be fake

Remember You are the seller and YOU set the terms of any sale. NEVER let a buyer tell you how and where they are going to pay. It's YOU who tells the buyer your payment terms and where they can pick up from you with cash in hand

It's a scam. He's using a stolen Paypal account without (or with) a verified address. Your money you receive will be taken back in 30-90 days.

How did he find out what you want to sell – if hes got paypal and he sent an email there is no good reason why he cant access his bnk account. Ask for cash.

just don't accept his offer. no need to fall victim to a scam and no need to ruin his day. you're just a jerk then. it's usually not good to accept money overseas and have "someone else" pick up the item later. unless you know them personally, then it's up to you.
